H. David Rosenbloom, also a former Treasury international tax counsel now with Caplin & Drysdale, said the committee is not to blame for the treaty impasse. "The problem has been in securing unanimous consent to have the treaties considered on the Senate floor," he said. "So please wake me up when that path is cleared."
