Tax Notes Quotes Carolyn Schenck on News Reports that IRS CI Plans to Target Certain Organizations
A report that the Trump administration seeks to exert more control over the IRS Criminal Investigation division has some former agency officials questioning whether the move is legal or will be implemented fairly.
Carolyn Schenck, the former IRS national fraud counsel, told Tax Notes that the reported plan to remove chief counsel (criminal tax) from CI’s review process “will represent a big change in the IRS chief counsel procedural landscape for potentially criminal tax cases.”

“The stakes are high with this kind of shift,” said Schenck, now of Caplin & Drysdale. “There’s still a lot we don’t know about how these proposals would be implemented. We’ll be watching closely to ensure they’re applied fairly and with transparency. As with any changes to enforcement practices, it’s important to ensure they’re carried out in a balanced and even-handed way,” she added.
