Carolyn Schenck Comments on Jay Gadwood Nomination in Bloomberg Law
President Donald Trump’s pick for the top lawyer job at the IRS has a reputation of quietly fixing problems for clients who have billions of dollars at stake.

The IRS “needs a Chief Counsel because then it puts people in the positions that they should be in rather than having a series of actors or people kind of bouncing around,” said Carolyn Schenck, a member at Caplin & Drysdale and former national fraud counsel at the IRS. “It’ll give some stability not only to the office, but to the overall mission.”

As an administrative practice lawyer with a focus on wealthy individuals and large companies, Gadwood’s experience could also help bulk up IRS enforcement positions.
“Those are hot button items for the IRS and have been for a long time,” Schenck said. “To the extent that he is versed in those topics, I think is going to be helpful.”
Democrats are likely to hammer Gadwood on the GOP’s staff and budget cuts to IRS enforcement over the past year.
