Changes to the Internal Revenue Service appeals process in recent years, including the increased presence of examination staff, have provoked plenty of criticism from the private sector.

Christopher Rizek of Caplin & Drysdale, Chtd. said because of the way the system is set up, “it’s not going to get any better for the IRS in appeals; it’s only going to get worse.” The results of an audit show how much the examination division thinks the taxpayer owes, and “that number hardly ever goes up; it almost always goes down,” he said.
