In cases where practitioners fail to meet the standards it sets forth, Circular 230 provides that the Office of Professional Responsibility ("OPR") has discretion to impose a range of sanctions, including reprimands, suspensions, and disbarments. Determining the appropriate sanction involves OPR's exercise of that discretion, and its consideration of various mitigating and aggravating factors. The panel will consider hypotheticals that illustrate the range of decisions made in this context.
