Meghan Biss Talks to Tax Notes on Retirement of IRS Officials

Several personnel shifts are taking place in the IRS division responsible for oversight of tax-exempt organizations.

Stephen A. Martin, director of exempt organizations rulings and agreements, will become acting director of exempt organizations/government entities (EO/GE) when Margaret Von Lienen retires at the end of December. Von Lienen, who serves as director of exempt organizations/government entities in the IRS Tax Exempt and Government Entities Division, has been at the IRS for 36 years.

“I don’t know that I can even fully express how much I enjoyed working with Margaret and how much she will be missed at the IRS,” said Meghan R. Biss of Caplin & Drysdale, who worked on EO issues at the IRS for more than 10 years.

“Not only was she interested in learning EO issues, quick to understand the various issues, and receptive to input from the experienced agents around her, but she was also very kind and empathetic — something that the EO office needed following 2013,” Biss said, referring to the year the IRS was accused of viewpoint discrimination against conservative nonprofits.
